欧州麻連盟(CELC)より 日本麻紡績協会 会員皆様へ、西欧諸国のスカッチング(製線)工場操業状況についての情報が寄せられました。

親愛なる会長代行、

中国に続き、ヨーロッパは現在COVID 19に直面しています。 その西欧諸国のほとんどは現在隔離中(閉鎖情況)となっております。

CELC(欧州麻連盟)のオフィスは現在閉鎖されていますが、チームはできる限り自宅で就業しております。 CELCの経済部は閉鎖しておりません。

香山会長代行と日本のリネンを扱う会社の皆様と風通しを良くするために、リネン原料の状況に関して私たちが共有したい公式の情報はここにあります。 会長代行はASABO会員の皆様に情報を共有して頂ければとおもいます。

欧州麻連盟(CELC)は、欧州リネン(亜麻)原料の当該主要3ヵ国の活動停止を監視しています。

2020年 3月18日朝、暫定的に生産を中断したスカッチング(製線)工場操業の、以下の重要な点を確認ください。

  • 状況の進展に応じて必要ならリストが更新されます。
  • 重 要: 中断はスカッチング工程(製線工程)の操業のみに関係します。各会社は正式には活動中のままです。管理機能は継続中であり(一般的にはテレワーク中ですが)、亜麻の種子の供給は完全に保証されています。
  • 長線(正線・Line)および短線(粗線・Tow)の出荷は一般的には保証されています。
  • 長線(Line)の在庫は、2月末現在 約25、000トンであり、この在庫は全て2019年収穫分の品質範囲である。従って、「在庫状況は安全圏」といえます。

スカッチング(Scutching製線):亜麻をレッティング(Retting浸漬)工程後、乾燥したストロー状の原綿をタネ、わらや木質部 等、原材料の繊維部から不純物を分離する工程

 

<リネン原料の各国の生産状況>

フランス:

法的状況:
3月16日 マクロン大統領の発表(政令No. 2020-260)3月17日正午に発効
2020年3月31日まで、「家と運動場所の間の旅行及び延期することができない職業活動と職業旅行 」を含む軽蔑的な理由(支援証書)を除き、人々の屋外への移動を禁止する。

スカッチング工場の状況:
22社のスカッチャーのうち、19社が火曜日と水曜日の朝に加工活動を停止しました。
他の3社は週末迄の一時停止を発表しました。

 

ベルギー:

法的状況:
3月17日火曜日、国家安全保障理事会による発表と、3月18日水曜日正午に4月5日迄、閣僚命令が発令された。
テレワークが不可能であり、また雇用者が職場および組織化されたすべての輸送で最小安全距離(1.5メートルと推定)を実施できる場合にのみ、作業は許可されている。

スカッチング工場の状況:
3月18日水曜日に発表された声明では、ベルギー協会は "生産を止めることは悪い選択ではない" と示している。スカッチング工場に向けて調査を開始し、閉鎖する会社と稼働中のままにする会社を特定しました。
19日火曜日の朝には、16社のスカッチング工場および/または再スカッチング業者は、稼働中のままであることを発表しました(時には生産能力が大幅に減少)。
一方、4社は当面休業中であるが、この数は増加すると予想される。他の会社についても調査は継続していきます。

 

オランダ :

法的状況:
現状、抑制政策措置は無し。

スカッチング工場の状況:
スカッチャー4社の内、3社は稼働中である。 欧州麻連盟(CELC)の経済部(Economics Department)のDamien DURANDは、紡績工場の経済活動の評価を、機業所やニッターと同様に実施し、最終市場の観察にも取り組んでいます。

 

この状況下、日本市場からの紡績、機業の各種データがあれば大変ありがたく思います。 CELCと共有できるデータ、最終消費市場に関する情報も含めて、勿論日本以外も含めお待ち致しております 。

Dear Executive President,

After China, Europe is now facing COVID 19
Most of the Western Europe Countries are now in quarantine.

CELC office is closed but the Team is working from home as much as they can.
The Economics Department is working.

To be transparent with you and the Japanese Linen Mills, here is the official information we wish to share with you regarding the Linen Fibre situation. You may share it to ASABO members.

CELC is monitoring the suspensions of activity in the three concerned producing countries.

Please find below a point on the date of the scutching mills whose activity is provisionally suspended on the the morning of March the 18th, 2020.

  • The list will be updated if necessary, according to the developments of the situation.
  • Important: the suspension only concerns the scutching line activity. Companies remain formally open. Administrative functions continue (generally teleworking) and the supply of seeds is guaranteed.
  • Long fiber and short fiber deliveries are generally ensured
 
Situation in flax fiber-producing countries

France:

Legal situation:
announcement of the President of the Republic Emmanuel Macron on March the 16th, decree No. 2020-260 entering into force on March the 17th at noon and prohibiting until March the 31th, 2020 the movement of people outside their home except for derogatory reasons (certificate in support), including "journeys between the home and the place or places of exercise of the professional activity and professional trips that cannot be postponed".

Scutching mills situation:
19 out of 22 suspended their processing activity between Tuesday and Wednesday morning. The other three have announced a suspension by the end of the week.

 

Belgium:

Legal situation:
Announcement by the National Security Council on Tuesday March the 17th and ministerial order coming into force on Wednesday March the 18th at noon until the April the 5th. Work remains authorized if telework is impossible and only if the employer can enforce a minimum safety distance (estimated at 1.5 meters) at the workplace and in every organized transportation.

Scutching mills situation:
In a statement published on Wednesday March the 18th, the Belgian Association as indicates that "stopping production would not be a bad option". We launched an investigation towards the scotching mills to identify the companies that will close and those that will remain open. Tuesday the 19th on the morning, 16 scutching mills and/or flax to rescutchers announced to remain open (sometimes with a strong reduction in capacity), and 4 closed their doors for the moment, but this number is expected to rise. The investigation continues for the other companies.

 

The Netherlands:

Legal situation:
No measure of containment

Scutching mills situation:
Of the four Dutch scutching mills, three are still in operation,. Damien DURAND, from CELC Economics Departement is also working on an evaluation of the economic activity of spinning mills as well as weaving & knitting and final market watch.
